Basically, he talks about how law and order are not enforced in these parts of the country, that the state has done nothing about them and that they should be educated and integrated into society.
Edit: This is not an isolated case, I have already been attacked by naked people (!) Stones thrown at gypsy children passing through a remote village. It was really a bizarre experience, luckily I drove a fairly robust company car that also had to be suitable for off-road use, so there were only a few dents in the doors.
